A Community must demonstrate the following:

• Expressed grassroots desire (determine through feasibility assessment conducted by ConnectNetwork)
• Manageable geographic scope
• Local assets capable of taking advantage of Network
• Quality host partners (e.g. university, library or other institution with information access)
• At minimum of two-three years of donor/government/host institution commitment to sustainability
• New states must have at least two communities seeking replication sites, or one community willing to serve as state coordinator (research and manage state-level resources)
